Ukraine's Ministry of Defence has signed a letter of intent with Finnish technology firm Nokia and Finnish satellite manufacturer ICEYE to develop sovereign satellite communication capabilities. EU-Startups, CNBC, and CNBC Tech all reported that the agreement aims to explore sovereign satellite communications for defense. According to CNBC Tech, the move comes as Kyiv seeks alternatives to SpaceX's Starlink service, following restrictions that caused fast-moving military drones to disconnect. [1][2][3][4]
The joint initiative was also reported by Hromadske, Militarny, and UNITED24 Media. UNITED24 Media reported that the effort falls under 300 million euro Finland agreements designed to support Ukraine's defense sector. EU-Startups added that ICEYE is also expanding its satellite capabilities into environmental monitoring, including wildfire tracking. [1][5][6][7]
ICEYE originated as a research project at Aalto University in Finland, where Rafal Modrzewski and Pekka Laurila began developing synthetic aperture radar technology for microsatellites in 2012. As FTMQ Startups reported earlier, an ICEYE imaging satellite in low-Earth orbit was recently involved in an unsanctioned close approach by a Russian military satellite. [10][12]
The partnership is designed to strengthen Ukraine's defense infrastructure by reducing reliance on commercial providers that limit service during ongoing military operations. The parties will now explore the development and deployment of an indigenous satellite communications system. [1][2][4][7]
